And yet again, another lack of understanding about approaching women/people in a public setting...

Today, some strange guy approached me from behind while I was in the parking area where I live dealing with an issue of my vehicle. He said something to get my attention and as I turned around with a confused look on my face he says to me, "don't be giving me that stink face" and then asks me for money.

I don't live in the 'best' neighborhood, to say the least. Why can't there be understanding met about that as well as that I'm alone when approached?
