My best friend back East loaned her niece $200.

The niece did not have a checking account, so my friend sent cash through the mail, and the niece received it.

A week and a half ago, the niece said she mailed cash back.

My friend never got it. Is the debt repaid?

no, its repaid once the person actually has it. if you look at it the other way, if the initial 200 had never been received, would she owe it? you can use a secure way, like money transfer or use a dubious way, like mail, your choice, your responsibility.
