well its not the first of the month, you say the cops where you live are corrupt, I conclude you are not in a rich neighbourhood therefore the only people carrying that kind of money in cash in a poor area are drug dealers. either keep it and don't tell a soul ( you could get in serious trouble) or go back where you found it, leave it exactly where it was.
