Why would a mom promise her child this

Ok so my mom told me if I don’t clean up my room by the time she gets back she will throw away all my nail polish and make up and she says she promise she will.

I would clean my room despite her childish behavior, but if you do not like mom's rules you are old enough to live on your own.
