The Neighbor is cruel to her beautiful cat, should I steal kitty?

This cat is clearly starving and scared, she cries at night and I throw food for her to eat because she's too scared to come near.
The other Neighbor said that she told her she kicks the cat and doesn't feed her.
Shes a beautiful young kitty and I'm moving house soon and am looking for a kitty.
Should I steal this kitty and take care of her?
How do I steal her without scaring her?
