Depends on the task being asked, the training you have prepared them for and the cost of the outcome if they screw the pooch.
I generally do not believe in micro managing anybody so if you train and hire well you can often be better off leaving it to them to get the results with their own plan/details.

A balance of both. Give enough to details to steer people in a desired direction, but leave things open to interpretation to challenge their minds and make the expirence their own. :)
