Actually there were documents discovered in German archives of intercepted transcripts of phone calls between Churchill and rosevelt discussing this very plot . I don't think they knew precisely when or where, but they knew it was comming. If memory serves, they were anticipating an attack on the alution islands

I mean FDR did want to join the war and assist the allies, but the public favored isolationism because of the previous war. Plus, America had no real stake in the second war. So your theory could be true or could not be. Only the government knows.

Everybody knows everything. And especially one obvious truth: a state can make an awful lot o fortune on a war, especially when they are out of reach of their enemy.

Yes, the US didn't help Great Britain and France because it wasn't ready, but when it had the oppertunity, it cut the petrol supply from the japanese so they would attack them.
