It's like any major city. Especially if you don't look for the bad areas.
The Riverwalk in San Antonio is romantic. Yet don't you ever go out of the tourist trap areas!
The unpaved areas of the Riverwalk are where all the drug pushers and homeless are. Heck even human trafficking.
I've been throughout this country and every major city has such places. They just don't get advertised.
