Is 'duty free' a scam ?

Never travelled internationally, so I wonder if 'duty free' is really a scam? Who 'pays' the 'duty' if the traveller does not?

Duty-free stores in airports are not scams, but they can be misleading. While they offer products without local import taxes, prices might not always be significantly lower than outside the airport. Sometimes, sales tactics or the allure of exclusivity can create a perception of savings that isn't always the case

@Royricky09 there's an airport in the UK that sells rolex watches tax free I'd say with something like that you're saving a lot of money
