Will you get a ticket/fine if u have license plate blocker product(s) that mess up speed camera images I don't know is it okay for essential workers?

In the state of Wisconsin, the driver of the vehicle is the responsible one. Like if you loan me your car and I crashed it. I would have to pay for it, unlike other states, like you just you the owner would have to pay.
