@Coppercoil It is Amendment Negative One:
"A well regulated lunatic fringe, being necessary to the colorfulness of a free State, the right of the people to be stupid and ignorant, shall not be infringed."
It should have been this one, but it did not pass:
"A well educated populous, being necessary to the sanity of a free State, the right of the people to keep and bear books, shall not be infringed."
Now the "firemen" are running amok!
