Bang-on thinking. It would have only been a plot device. In the Star Wars saga why couldn't the Empire/Sith follow the requesition forms and payments and delivery schedules etc. in order to find the rebel bases, its not like the rebels were just using caves in Afghanistan, all those weapons and machinery had to be bought and shipped.
