Do you think this outage affecting Microsoft may have been planned? The fact that it's not just an outrage, but a sudden global outage, just has me wondering 🤔.

It wasn't Microsoft but a corporate anti malware program. If an update is flawed, it makes sense to fail for every user. It would be stranger if it the bug were country dependent, unless it was in the translation part.
