I’m so gutted that the person I bullied in school
Has written a piece about it in our local paper, he doesn’t say my name but it could really ruin things for me. Do you think I can get the piece removed?

It's unlikely that others would identify you from the article unless they went to the same school at the same time and witnessed who the bully was. In that case, they've always known and the newspaper article makes no difference.
An article can be removed from a website, but can't be unprinted from a newspaper.
I think your best move would be to write privately to the person you bullied and apologize for the hurt you caused then and any outcomes it still has now.
