No different than if I see anyone passed out laying in human waste ( I have seen this before in my neighborhood)
Call the police.
I didn't call the police when I saw it because several people were already stepping over him and it was obvious that he was still breathing and was a raging alcoholic with a weak bladder and no self respect left.
