Many reasons. But I guess it's about a person giving attention to someone, and the other person being willing to receive. And if that attention comes with a heart that seeks to hear and give to help and make the other person feel valued, then it has the hope of connection. But if one of those two people or both are focused on receiving to add value to themselves only and not adding value to the other...then you would be able to tell. An ugly form of sincerity.
