@Burnley123: I am not sure that would be workable. I think a President has to do what they have to do when working with a recalcitrant Congress. As you know signing an Executive Order doesn't mean it will pass into law, or into practice, and as we are all seeing too clearly now, they can be rescinded by their successors.
