Sure, everybody gets a length of string equal to their handicap.The 8 gets 8 feet the 23 gets 23 feet. you can use the string at any time to move your ball by cutting off that length.

Working at a giolf course I would recommend that no matter what kind of tournament you want to do you have to give handicaps so it is more fair. A 23 handicap stands little chance against an 8 handicap golfer unless there is some handicap given out. I play in a league where I can give 7 strokes to another guy and all he has to do is bogey 5 holes and he could in all chances beat me
