Is there a rule that sports governing bodies need to be corrupt or something?

I can understand why sports governing bodies like FIFA, NFL, UCI etc. are corrupt when there's so much money to be made in ignoring rule violations, accepting bribes and other shady practices. My sport isn't even professional, none of us get paid and the officials are "volunteering" but whether its making stupid and potentially dangerous rule changes about wearing masks when dancing (see my previous posts) or their latest of picking a dancer ranked #8 in the world as their dancer of the year in the USA, I think that highland dance is as corrupt as any other sport purely off the basis of ego and power going to peoples heads FML.
