Is Jeremiah 26:3 inconsistent with the idea of an all-knowing God? [Spirituality & Religion]

Does God not know if the people will turn from their evil ways?
If he [i]does [/i] know then why suggest the conditional reaction on his part to a potential action by the people?

Why has God only heard rumors of what is happening in Sodom that he has to go there on foot to check for himself? Which he lies and never goes but sends two lacks instead. Who then also carry on the lie that they would search the city but give up after the first person they meet.
Why does God not know where Adam and Eve are or what they did when in the garden?
Why does God regret having made humans. You only regret what cant be changed. Which means God is temporally constrained and is not outside of time like some Christians claim.
In fact as far as I can tell God has none of the omni properties in the Bible.
