You are actually misrepresenting Dawkins.
His original position was actually much worse.
In 2014, in response to what a person with a Down pregnancy should do, he said:
Abort it and try again. It would be immoral to bring it into the world if you have the choice.
It was years later that he walked it back. Then he attempted to justify his position that the suffering of the world would be decreased through such an abortion. When pressed by Brendan O’’Connor in an interview— O’Connor has a Down syndrome child— how Dawkins justified that position.... he admitted he had no justification.
So you have a man making ethical evaluations of others choices on the basis of unjustifiable evaluations of the worth of people’s lives.
