Why is it whenever there's a disaster, people pray to God, describing the situation as if he doesn't know? [Spirituality & Religion]

Because one of two things is going on. Either I've been lied to and God doesn't know everything, or whatever disaster is going on is part of God's ultimate plan. And if it's part of his plan, which I've been told everything is, what's the point of praying to him help the victims of the disaster? Are you legitimately trying to change the mind of God?
