What Does "Certificate of Divorce" Mean? [Spirituality & Religion]

I'm reading Matthew 19:3-9, and in verse 7 Jesus mentions something called a "certificate of divorce", referencing to Deuteronomy 24:1-4. Could someone help shed some light on what this might have been and what it means in terms of Jesus' view on divorce?

In the context of the time it was written, it was a document issued by the Jewish rabbis to allow two of their faithful to split. Unlike today, it was not easy to obtain a divorce nor was it socially acceptable.
