Well it's pretty useful because you can get it early in the game and most electric pokemon can't be caught until much later. Pikachu can deal some pretty devastating attacks but it's defense is so poor that i really only recommend it when it has a type advantage.

I prefer just to evolve it into a Raichu. Still a bit vulnerable but a much better special attack.
