A lot of evangelicals care more about policy than personal qualities. Even though Donald Trump and Roy Moore may have some seedy aspects of their personality, they still are going to support many of the policies that these evangelicals care about.

I was watching Bill Maher's Religulous the other day and one Christian said "I don't know much about politics but I voted for Bush because of my faith."
I think that's all there is to know.
Most people (not all) would vote for someone simply because some part of them is similar, that's also rooted in psychology if I do believe.

Because most moderate people in the US are now unaffiliated with any political party, so they can't even be candidates of any party, which leaves only the political extremists in the parties from whom candidates can be selected.
