A scenario comparison - can something explain this?

Can anyone explain what if any difference there is for women between these two scenarios? To my mind I see implied consent in the public place (beach) being exactly the same as in one's home with a romantic partner.

It's how the person viewing reacts that determines the implications.

@jackrabbit10 Yeah that's true too - could be anyone looking at her in her 'private sanctuary' but if we presume it's her romantic partner and presume it's in the bedroom where romantic partners probably spend a lot of time getting dressed/undressed perhaps together perhaps not - boyfriend, husband, lover, whatever - it represents a conflict of interests.
