@SW-User yes, both words have a variety of meanings, but in general I'd view people's initial idea as an observation being a benign version of judgement. The word judgement carries a negative connotation in the mind. Even if kept to oneself, I think a judgement is still an aggressive act as you're likely aligning it with a moral principle. Not always, but usually. It's just my opinion. I accept others.
