When I first came to this site, I assumed that public gifts would be the ones that might make the receiver self conscious. But I have learned that most people don't feel that way.
I still send a gift privately if I know the person well and my comments make reference to things that they might not want to be public.

@DrWatson Yes, that makes sense. For example, if you refer to a stressful event that the person getting the gift has gone through, they may not want everyone to know about it.
