I'm getting tired of taking to my cto/tech lead.

Tbh i dont hate the guy hes chill, hes always asking how are we, checking on us but he the type of fake it till u make it kind of guy. He likes using buzz words to look like he knows what hes talking about, hes the one who always says "makes sense", "i agree" in meetings and i dont hate that, thats his thing, to each their own. Plus he doesn't really get involved in our projects, he just asks how are you, hows the project doing, so it doesn't really affect our or my workload.
But i just started a new project recently and he needs to get involved, and oh the headache i get just talking to him.
Like legit, when talking casual hes a human, but when we start talking technical he somehow feels like hes using only one of his braincells. Like i would send a properly curated question with infos that i know he would need, and then he would reply a question about info that is already in the one i sent. I will point out its already there, then he will say okay then ask another question that is also in that info already, as if hes not reading my message. I even did my best to make my messages shorter so its easier for him to read, but he will still ask a damn question that is already there, and then 10 minutes later he will ask a question from previous messages again.
And the worst is hes not the fastest replier. He replies like in 30 minutes, or worse 5 hours, making my workflow so blocked coz i need things from him. Just today i asked him to give credits to an account so i can use it for API calls. I legit put the account, my concern, all there, and he legit replied to me after 2 hours asking "this account?" Why tf would i send u this account if this is not the account i need. Gosh.
The things we're talking about arent even complicated, even people who are just a little bit techy will know what to do from one message. Just ranting
