To prevent police aggression militant actions do we need more public surveillance cameras?

@Remington no I’m looking for surveillance of public officials and public places roads schools hospitals certain high crime places monitor not policing per say moreso sociological study of human behavior lessso enforcement of civil judgement and codes/ethics but if crime occurs we need to understand who why and the events leading up to it. What other measures will allow us to correct course?
