When those projects were not expensively funded by David.
It was meant to help the people to cope with the inflation yet they had delayed and stolen those Solar Project funds under the excumbent's time.
They had scammed some ASEAN countries for that build build project when nothing was completed. Worst God had shakened(earthquakes) those projects.
