What happened to the hospital project?

They had released a fund thinking the real Doctor received and implemented the project.
But the gang of Slater and trails of K_pro and Derek/Victor/Witch Doctor had gained from the excumbent's time!
Why nobody wants to fund the err. They are stealing the share and shine of the real recipients.
