It easy to decline someone’s new chat
Than replying and not responding
That is polite. One has to think about time and commitment online. Every minute one spends here is one less minute for one's other life. I include in my opening greeting on my profile that if you only say hi or how are you, I am not replying. I manage my time wisely and I chat mostly with those in my inner circle. Occasionally a stranger pops in. That is fine too. Have a good day, William.

Try opening conversations with questions on topics that interest you.

The best questions don't have a simple yes or no answer. They invite a story, a point of view, or something that shows something about the responder.

For instance, "what aspect of (topic) do you like best and why?"
