Are humans allowed to live wild in the USA and Canada's?

I just saw a documentary on wild horses and I was wondering if humans are allowed to live in wild without government interference

They are allowed to plop their cardboard boxes down and live wherever they want to in big Democrat run cities in the US, but not so in national parks.
