Police are taught to shoot for the chest, to drop the assailant in his/her tracks. A handgun is a very difficult weapon to use except form hey close range. The need is to learn how to dcid when there is real causes to usepolice officer. deadly force. Unfortunately, there is a preconception that a black person my be more likely to try to hurt the police officer.
There is definetely a preconception whether it is true or not has not been proven.

@OWTFWN: the article link i posted refer mostly to data relating to police chases and the likelihood of being killed during a police chase. So i was just contemplating the reasons behind that. You are maybe talking about something much bigger .
