Why does my co-worker say (I"M JOKING) after he jokes like you don't know it's a darn joke?

He's just making sure he doesn't offend you

Sometimes you have to because it makes things awkward when people can't tell BUT if it's all the damn time.. that's even more awkward. Why are you narrating everything?
