If someone never pays taxes but is a citizen are they any better than an illegal immigrant that works but hasn't paid taxes?

They've paid fewer taxes as a percentage overall, and have the gall to hate on immigrants/illegals that aren't paying taxes, but did all the labor that got the billionare rich in the first place
