If somebody is intellectually challenged, and they use the N*gger word

Who deserves to get hit 🤔 the parents for not teaching him manners or the person who said it. 2019, Stop pulling the "retarded card" im tired of it. I dont pull the race card, i actually own up to my mistakes but we gotta stop this because when it comes to racial slurs, im not having it from anybody.

ooh tough one that.. because we cannot blame parents for everything.. the world's changed.. parents aren't the only, or the most influential determinant on kids now.. there's social media, kids at school etc.. so they learn from them..
Then we move on to people who are intellectually challenged.. the thing is.. like it or not.. they would have a reduced capacity to understand right from wrong.. we can not like it but that's how it is.. It's like saying.. we expect a one legged runner to compete on the same terms as a two legged person.

So what I am saying is.. people are all different and we cannot treat everyone the same..

Those considerations aside.. no, it's not ok to make racial slurs
