Quite a few are and they don't even know they are lying.
Subconscious lying happens all the time.
We all have certain goals, the subconscious is only attempting to fulfill those goals. It's not conscious to recognize that the lying is even wrong.
It's up to the conscious mind to catch such temptations to not tell the truth. And if you don't catch it... the lie gets told to further the goal.
Those that have no conscience values, however, just let their subconscious rule them. They often appear to be impulsive. Or not thinking. Which closest to the truth.
To have values, you have to think, so you can catch your subconscious mind.
