It's designed to overwhelm the welfare system, eliminate national culture, and eventually leads to perpetual chaos in the streets. The gov't sits and waits until the public outcry is great enough for a radical response. The gov't ends up implementing authorization measures that the public unwittingly asked for.
Easy enough to secure the border to cut down illegal immigration to a trickle instead of the dam-break we have now. Deporting illegals will take time, though Eisenhower did a good job removing more than 1 million illegals in a short period.

Migration mostly happens when the Govt and financial condition of a country isn't attractive, engaged, good and comfortable enough for it's people to keep them.
Everyone likes to enjoy power, water, food, shelter and an organized lifestyle.

@Donotfolowme Japan has illegals too. I'm uncertain about Singapore, I doubt they have much tolerance for that.
