Don’t know about other people, but I use that phrase when it’s been a while since I’ve talked to someone. Could just as easily mean hey…you.

Do you like him he might be trying to flirt or he might just get me giving you a greeting to get your reaction. Don't read too much or too little into it. Quit trying to judge everybody based on just their language and actions.
