Why do some people go out with no cash despite knowing they'd end up having to borrow cash anyway?

I notice this behavior in the younger generation.

I consider this bad habit because they always end up troubling others. Even worse, they don't have the responsible mind to pay back right away without being reminded/urged.

I hate to think they're opportunists. But to be honest, I'm getting tired of some people acting like this. It's a shitty move.
