Block me then asks if i want to talk knowing i can't reply

Why does someone block you then send you a message asking if you want to talk knowing you cant reply. Very strange.

Strange and rude.

I thought the block was two-way though, in that neither party is visible to the other. If I'm right he or she must have lifted the block, perhaps temporarily, just to send the question.
