I know where the mentions of 18 are, but I've never seen a mention of 46 anywhere, so please give a link to this setting and/or a screenshot

However, any aged-based feature is useless when people constantly lie about their age here just to be "ironic" like various twentysomethings tend to do. And although that is a reportable offense, the admins never do anything about it. So all references to age in the privacy and message filtering settings are just pointless. An example:
