can you still use the private message feature on here, if you don't have VIP

i saw some users say there's a restriction in the messages you can send when you don't have VIP? can i still pm people or is it useless without upgrading to VIP?

The people who complain are guys who literally spam private messages to all sorts of women and then complain when they can't message anyone new for a period of time
