How do message requests work?

I remember getting a message as a request if it was from somebody I wasnt friends with or following.

Now i’m not getting message requests. I just get messages whether its from friends OR strangers Weird

Seems intermittently random

Sometimes I’ll get a message in the request box from a circle friend
Sometimes I’ll get a message straight to the inbox from a random user
