Sometimes it’s a way to show you who they are so you can see their forums and decide for yourself if you wish to talk to them or not.

SW says that if you Follow someone, you'll see more of what they write in the forums. I like to think that's their reason for following, rather than as a bid to become friends. The latter can often be premature, as you may not know them so why would you want at that point to reciprocate?
I don't use Follow at all--personal preference--so I consider it a compliment to my forum contributions, not especially to me, personally, when someone follows me. So "no, they shouldn't" is my answer to your question.

You can see when someone is online when you follow them. 😎
