can vip users sell or give away unused blocks to people who need them?

i've got 4994 unused blocks remaining that i'll never use up....who needs one?

@FlowerPetal i've blocked 6 people out of my 5000 available blocks... gerry2478 will give them out sometimes.....i stress sometimes
