can vip users sell or give away unused blocks to people who need them?

i've got 4994 unused blocks remaining that i'll never use up....who needs one?

For a second I was confused. I thought you were talking about Minecraft type of blocks. I was like ..I didn't know you could build stuff here!
Then I was like .. oohhh...blocks!
As in people blocking..
