Prior to the Musk bid, Twitter was planning on restructuring, to figure out how to cover the interest payments on its $1B of debt. In order for them to do that, they needed to figure out how to increase their sales from the $700M per year, that they've been stuck on for several years, to about $1B, while reducing expenses by at least 15%.
